Regional Policy Branch along with Regional Accountability are the two branches established within Saskatchewan Health to allow for the consolidation of those areas of the ministry dealing with the coordination of its governance and accountability relationship with Regional Health Authorities (RHAs) and the Saskatchewan Cancer Agency (SCA). This branch focuses on functions necessary to develop and support the overall regional policy framework and has the following three units:

Capital Asset Planning - This unit oversees the development, implementation and evaluation of strategies, policies, procedures, standards, and processes related to the health system capital assets (facilities and equipment). This unit directs and manages system wide capital planning, including working with RHAs and the ministry in needs identification, development of concepts in functional programming, and facility design. As well, the unit manages the development and implementation of provincial capital equipment strategy including capital prioritization and budget development, equipment inventory, acquisition, disposal and decommissioning.

Policy and Governance - This unit provides leadership in the development and coordination of the legislative, regulatory, and policy framework with RHAs. The unit co-ordinates the appointments of the board members of the regional health authorities and the Saskatchewan Cancer Agency and provides support for the development and delivery of board education. The unit also manages the development, coordination, and maintenance of policies and processes in support of The Regional Health Services Act and The Cancer Agency Act develops materials to define and support the governance relationship with RHAs, including the organization and support of the Ministers’ Forum and Leadership Council.

Funding and Performance Management - This unit is responsible for the development and management of funding and resource allocation methodologies related to the RHAs and the SCA. This unit supports the development of indicators and expectations by which RHA performance will be measured, as well as managing the reporting of and compilation of information related to the measurement of RHA and SCA performance against pre-established indicator targets and pre-determined funding pools.
