Saskatchewan! Healthy people. A healthy province.

Regional Accountability Branch along with Regional Policy Branch are the two branches established within Saskatchewan Health to allow for the consolidation of those areas of the ministry dealing with the coordination of its governance and accountability relationship with Regional Health Authorities (RHAs) and the Saskatchewan Cancer Agency (SCA). This branch focuses on:

  • supporting health region program planning and development including the development of strategic plans and annual operating plans;
  • RHA accountability, including ensuring that agreements between the Minister of Health and Boards are in place and that reporting requirements as identified by the Minister are met;
  • monitoring and evaluating the outcomes of the services provided by health authorities to ensure the Minister's responsibilities to Saskatchewan residents for a sustainable, quality health system are met;
  • providing analysis on the regions' ongoing performance with respect to the expectations set out in the Accountability Document; and
  • assisting health regions in resolving issues and developing innovative and effective solutions related to the delivery and management of programs and services.

The Branch is made up of three units:

Accountability - This unit has primary responsibility for the accountability relationship with the Boards and CEOs and works with other Ministry branches with respect to monitoring and compliance issues and case management.

Monitoring and Analysis - This unit supports the ministry's role by providing support for the planning cycle and accountability document. It also monitors RHA/SCA performance in relation to the accountability documents, in conjunction with various program branches, through management of the reporting and compilation of information related to the measurement of RHA performance against pre-established targets.

RHA Planning and Financial Compliance - This unit is responsible for the planning, development and management of the annual RHA and SCA health plan and budget development processes, the establishment and monitoring of a provincial chart of accounts and ensuring financial and accounting compliance by these agencies.

Overall, the branch communicates and facilitates an understanding of government priorities and policies, supports and assists regions in implementing initiatives to address government and regional priorities. Regional Accountability Branch monitors the progress of the regions in meeting provincial health system objectives and the expectations set out in the Accountability Document.
