Regina Qu'Appelle Board Member BiographiesLloyd Boutilier, ChairpersonLloyd Boutilier is the Chairperson of the Regina Qu’Appelle Regional Health Authority. He has held a wide variety of management positions within the financial sector over his 40-year career. He is currently a Financial Advisor with CIBC Wood Gundy, providing financial planning to individuals and groups. Mr. Boutilier is a Past President of the Regina Chamber of Commerce, the Saskatchewan Chamber of Commerce, and the MacKenzie Art Gallery. He is Past Chair of the Royal Red Arabian Horse Show and the Royal Red Arabian Bid Committee. Currently, he is a member of the Conexus Arts Centre Board and is Vice-Chair of the Board of Saskatchewan Government Growth Fund. Mr. Boutilier served as a member of the Regina District Health Board from 2000 until the creation of the regional health authority. Loretta Elford, Vice-ChairpersonLoretta Elford is the vice-chairperson of the Regina Qu'Appelle Regional Health Authority. Since becoming a teacher in 1969 at Campbell Collegiate, Loretta Elford's career has provided her new challenges and increasingly responsible roles in the Regina Public School system. She has held the positions of Vice-Principal, Principal, Superintendent of School Administrative Services, and retired in 2002 as Director of Education for the Board of Education of Regina School Division No. 4. Ms. Elford is committed to community development and has been involved in professional and community associations, including the Hospitals of Regina Foundation, Sherwood Credit Union, the United Way, the Salvation Army, Regina Intersectoral Committee, Regina Management Committee of Kids First, the Community Committee for Safe Schools, and the League of Educational Administrators, Directors and Superintendents. She is a charter member of the Board of Directors of Conexus Credit Union. In 2006 she was appointed Commissioner on the newly formed Public Complaints Commission. The SaskBusiness Magazine named Ms. Elford as one of 10 Women of Influence in Saskatchewan for 2007. Ms. Elford is married and has one daughter. Anita BergmanAnita Bergman is a consultant to SCEP Early Intervention Centre, a therapeutic day program for young children and their families and an early intervention training centre. Ms. Bergman, who holds a masters degree in psychology from the University of Regina, assesses at-risk preschool children's cognitive, social and emotional development, and provides them with therapeutic play opportunities at SCEP Centre. Ms. Bergman represented the constituency of Regina North West in the Saskatchewan Legislature in 1994-1995. She is a member of the Options Pregnancy Centre Board of Directors, the Canadian Parliamentary Association, the Saskatchewan Pro-Life Association and is Past President of the Saskatchewan Liberal Association. Ms. Bergman was Chairperson of the Regina District Health Board from October 1999 until the formation of the new Regional Health Authority in 2002. Ms. Bergman and her husband enjoy gardening and are owners of Sun Pottery in Lumsden. Patrick ConnolleyPatrick Connolley and his wife Joanne operate a grain farm in the Broadview area. He has a Bachelor of Education degree, Bachelor of Arts degree (Political Science), Post-Graduate Diploma (Educational Administration) and Master of Education degree (Educational Administration). Mr. Connolley retired from the Broadview School Division in June 2001 after having served as a teacher, in-school administrator and central office administrator for thirty years. Prior to the creation of the health regions, Mr. Connolley was a member of the Pipestone District Health Board. Mr. Connolley is an active Federal Firearms Safety Instructor (restricted and non-restricted). He is also an active hunter and fisher. He has traveled extensively throughout the world. Mr. Connolley is a member of the Broadview School Division Board of Trustees and the former chairman of the Aspen Grove School Division Board of trustees. Marie EverettMarie Everett returned to her home community of Moosomin after retiring from a career in British Columbia that included positions in the print industry and a charitable hospital foundation. Before moving to B.C. and becoming the owner and operator of Grier's Business World in 1980, Everett taught elementary school in Saskatchewan, Alberta and East Africa for 16 years. In 1984, Grier's was purchased by Canadian Fine Color Ltd. and Everett was contracted to manage the business. During the next 13 years, she held the positions of Branch Manager, Western Marketing Manager and Manager of B.C. Operations. Her contribution to the printing industry included her work as President of the Victoria Guild of Printing House Craftsmen, and Director of the B.C. Printing Industry Association Board. In 1998, Everett accepted a position as the Executive Director of Saanich Peninsula Hospital Foundation, an organization that raises funds to purchase equipment and services for the Saanich Peninsula Hospital. Marie is involved in her local community in the areas of senior citizen support, palliative care, and historic building preservation. Marie is very active in Christian education for the children and young family at the St. Alban’s Anglican Church is Moosomin. Ms. Everett and her husband, Dennis, have two children. Tyronne FisherTyronne Fisher is a counsellor at a local high school in Regina. He had been employed as a medical social worker at the Regina General Hospital from 1974 until his retirement in 2000. He received his Bachelor of Social Work degree from the University of Regina (1983) and has worked for both the provincial and federal governments. Mr. Fisher is a member of the Saskatchewan Association of Social Workers. Mr. Fisher has volunteered on several community organizations and boards. He served as a member of the Regina District Health Board from 2000 until the creation of the regional health authority. Mr. Fisher is a member of the Regina Airport Authority Community Consultative Committee. Mr. Fisher is married with one son. Murray KnuttilaHe is also the Vice-Chairperson of the Board of the Saskatchewan Health Research Foundation. Dr. Knuttila is a faculty member of the Department of Sociology and Social Studies and a Research Faculty member in the Saskatchewan Population Health & Evaluation Research Unit at the University of Regina where he was the Dean of Arts from 1995 to 2002. Prior to becoming Dean, he was Assistant Dean of Arts and Head of the Department of Sociology and Social Studies. Dr. Knuttila is the author of several books, numerous papers and book chapters addressing issues such as masculinities, globalization, the role of the state in Western Canadian society, and the future of rural Saskatchewan. Dr. Knuttila and his wife Dr. Wendee Kubik have two grown children and a granddaughter and a grandson. Bryan LeierBryan Leier grew up on a mixed farming operation around the Sedley/Francis area. He was a small business operator for 25 years. He currently works as a manager at Bennett Dunlop Ford in the Collision Centre. He has served on the Sedley village council for five terms and remains active on many community boards. Mr. Leier is a volunteer with the fire department and chairs the parks and recreation committee for the Village of Sedley. He is a Director on the Conexus Arts Centre Board and the HIROC Board, as well as Chair of the Finance Committee for HIROC. Mr. Leier was a member of the Regina District Health Board from 1997 to 2002. He enjoys community affairs, politics, skiing and metal sculpture. His wife, Rose Marie is a nurse in Regina. They have three children. Bev PoitrasBev Poitras is a volunteer member of the Crisis Intervention Team for the File Hills Qu'Appelle Tribal Council in southern Saskatchewan. Ms. Poitras has ten years experience as a Mediator and Circle Facilitator. She is presently working as a free-lance contract trainer for Restorative Justice, mediation and circle facilitation. Her education and 20 years experience are in administration. She is Saulteaux, from Muscowpetung First Nation. She has four children and they have blessed her with six grandchildren. Gary Semenchuck, Q.C.Gary Semenchuck has 42 years experience as a lawyer, representing insurers, corporate and commercial clients and individuals with respect to a variety of legal problems. He also represents contractors, subcontractors, owners and suppliers with respect to construction problems and claims. Mr. Semenchuck is a seasoned civil litigator in all court levels, from trial through appeal, and the Supreme Court of Canada. In 1984, Mr. Semenchuck served as Chair of the Special Advisory Committee to the Minister of Justice on Builders' Liens. That Committee Report was the basis for a new Builders' Lien Act in Saskatchewan. Mr. Semenchuck has also served on numerous arbitration boards as a single arbitrator, as a member and as Chair of the arbitration board. Mr. Semenchuck was appointed Queen's Counsel in 1983. Along with his extensive legal career, Mr. Semenchuck has many community interests. He was the Chair of the Saskatchewan Cancer Agency from 2000 to 2006. He was the national President for the Canadian Cancer Society from 2000 to 2002, as well as the President for the Saskatchewan Division of the Society from 1996 to 1998. He is a member of the K40 Club of Regina, the Past Governor of Kinsmen Clubs in Saskatchewan, and a former member of the University of Regina Senate. Mr. Semenchuck was born in Moose Jaw. He is married, with six children and twelve grandchildren. Alex TaylorAlex Taylor is a retired United Church minister, having served Zion United Church in Regina for 13 years. He is a volunteer at Wascana Rehabilitation Centre, and previously chaired the Saskatchewan Task Force on Rehabilitation. Mr. Taylor has served as Chair of the Regina Presbytery of the United Church, on the Saskatchewan Conference Executive, and on the General Council (National) Executive. He is past Chair of the South Saskatchewan Health Care Chaplaincy Committee for the United Church, and served for 13 years as a member of the board of Highland Park Housing. Mr. Taylor served as Saskatchewan Minister of Social Services from 1972 to 1975. For three years, in the mid-1970s, Mr. Taylor was Director of Negotiations for Saskatchewan Health and was involved in job evaluation, and negotiations for fee-for-service contracts with physicians, chiropractors, pharmacists and other health care professionals. He chaired the Workers' Compensation Board for two years. In June of 2005, Mr. Taylor was elected Chairperson of the Canadian Healthcare Association for a one-year term. In October of 2002, Mr. Taylor was elected as the Chairperson of the Saskatchewan Association of Health Organizations. Mr. Taylor was a member of the Regina District Health Board from 2000 until the formation of the Regina Qu'Appelle Regional Health Authority in 2002. Alex Taylor was a recipent of the Canada 125 medal for Volunteer Service and, more recently the Saskatchewan Centennial Medal. C.R.H. (Chuck) WardChuck Ward is the Manager of the Fort Qu'Appelle Housing Authority. He oversees all aspects of administration for a portfolio that includes 52 senior and 26 family housing units. He was a board member for the Housing Authority, serving as its chairman for 10 years. Mr. Ward's career spans over 30 years, and has included positions with Human Resources Development Canada, Prairie Farm Rehabilitation Administration, and Agriculture Canada. He has a Diploma of Associate in Administration from the University of Regina. Community service is important to Mr. Ward. In addition to his work with the Housing Authority, he has acted as a board member for the Echo Lodge Nursing Home and the Indian Head School Division, including one year as its chairman. He was a Councillor for the Village of B-Say-Tah for six years. He was also a board member for the Canadian Ski Association, the Canadian Ski Council, and was President of the Saskatchewan Ski Association. He was a member of the Touchwood Qu'Appelle District Health Board prior to creation of Regina Qu’Appelle Regional Health Authority. Mr. Ward is married with four children. |
