Ray Ewanchuk, Chairperson

Ray Ewanchuk, his brother and father have been farming grain near Whitkow for the past 30 years. Ray attended the University of Saskatchewan for 2 years study in science. He has been married for 18 years and has 3 children.

Ray is quite familiar with local health care administration. He was past chairman for the Rabbit Lake Rose Gill Lodge and the Rabbit Lake Integrated Facility. Ray also held the role of past chair and vice chair of the Parkland District Health Board. Provincially Ray served on the Saskatchewan Association of Health Organizations (SAHO) board.

He also was part of the Health District Advisory Committee and was a Vice-Chair for SAHO. Ray is a past board member of the Canadian Health Care Association and is presently a board member for the Regionalization Research Centre.

Howard Gange, Vice-Chairperson

Howard was born and raised in Prince Albert, attended Central, Prince Edward and Riverside schools. He graduated from the University of Saskatchewan in 1964 with an Education degree and in 1967 with an Arts degree. Howard taught for 30 years; one year in Edmonton, 10 years at Riverside Collegiate and 19 years at Carlton Comprehensive. He also taught ESL for one year in Taiwan. He and his wife Shirley have two children and five grandchildren.

Howard co-chaired the Victoria Hospital Foundation’s Bed Campaign. He was Chairman and CEO for the 1999 Western Canada Summer Games (Prince Albert). Howard also served on Team Saskatchewan Mission Staff for 1995 Western Canada Summer Games (Abbottsford), 1997 Canada Summer Games (Brandon), 1999 Canada Winter Games (Corner Brook). He served as a member of the Saskatchewan Games Council from 1989 to 2001 and was Sport Chairman for the 1992 Saskatchewan Summer Games (Prince Albert). Howard also coached and organized figure skating, volleyball, track and field, basketball and football for 30 years. He was the 1995 Sportsman of the Year, City of Prince Albert and 1999 Citizen of the Year, City of Prince Albert.

Irene Attrux

Irene and her husband Armand operate the family farm with their son, Jim and his wife Deanna and family in the RM of Douglas at Speers, Saskatchewan. At the present time, Irene is doing some casual substitute teaching for the Battlefords School Division, and was appointed to the Prince Albert Parkland Regional Health Authority in 2002.

She is a member of the Hafford Housing Authority, and Chairperson of the St. Solange Roman Catholic Church Parish Council. Irene was a Constituency Assistant. She taught school for 12 years prior to that, was a Coordinator-Administrator for a home care agency, and worked as a coordinator of Religious Education for the Saskatoon Roman Catholic Diocese. She served on the Battlefords Home Care Board of Directors for seven years, served on the local and provincial Home and School Association, and was a member of the Rural Life Ministry. Irene possesses a Bachelor of Education degree with post-graduate studies in Special Education, Psychology and Social Work.

Shirley Bighead

Shirley attended the University of Regina and is currently the Health Director for Sturgeon Lake First Nation, a position she has held for the last seventeen years. She served two terms as a band councillor for the Sturgeon Lake First Nation and held the health portfolio.

Presently she is the Chairperson for the White Buffalo Youth Inhalant Treatment Centre, a national youth solvent treatment centre located in Sturgeon Lake and has participated in the White Buffalo accreditation process through three accreditation cycles from the Canadian Council of Health Services Accreditation.

She has been very involved with the Prince Albert Grand Council and served on the following groups: Health and Social Development Working Group as Chairperson for nine years, Health Research Advisory Council for two years and FSIN Senior Technical Advisory Group for six years. She also sat as the Saskatchewan representative to the joint Assembly of First Nations/First Nations and Inuit Health Branch National Proforma Working Group.

Shirley was the lead negotiator for her First Nation in the transfer of direct/first level health services from First Nations and Inuit Health Branch. She was actively involved in the development of NASC CFS Inc., the Indian Child and Family Services Agency that provides service to the communities of Sturgeon Lake and Wahpeton. She served as the Chairperson of the Board of Directors for NASC CFS for seven years.

She had extensive involvement in negotiating a new Child and Family Services Agreement entitled the “Sturgeon Lake/Wahpeton Model” with the Department of Indian Affairs. Shirley is also a member of the Prince Albert Parkland Regional Health Authority First Nation Community Advisory Network. and is involved in community.

Jack Boechler

Jack was born at Holy Family Hospital in Prince Albert, Saskatchewan. He attended school in Spiritwood and Shellbrook. He served in the Canadian Army with the First Battalion Princess Patricia’s Canadian Light Infantry and the Royal Canadian Electrical and Mechanical Engineers. Jack served on Spiritwood Town Council for 21 years and was mayor for 9 years. He also served as councilor for the Rural Municipality of Spiritwood No. 496 for 4 years.

Jack has been involved with the fundraising committee for the building of the Idylwild Lodge in Spiritwood and was a member of the Idylwild Lodge (Extended Care) Board. He worked with the Spiritwood Fire Department. He is a member of the Royal Canadian Legion and the Spiritwood Lions Club. Jack also played senior hockey with the Spiritwood Imperials and oldtimers hockey with the Spiritwood Elbowbenders.

Jack has been married to Carol for 34 years. They have four grown children and nine grandchildren. He presently operates a used car business in Spiritwood.

Donald Code

Donald Code is a branch manager for Conexus Credit Union in Prince Albert. He is past president of the Credit Union Managers' Association. He served on the board of St. David's Anglican Church, and as treasurer for the Diocese of Saskatchewan. He was appointed to the Prince Albert Parkland Regional Health Authority board in 2006.

Lionel L. Ferguson

Lionel Ferguson and his wife Gladys have lived in Prince Albert for more than 43 years. They are both retired but seem to be busier now than they were when they were working. Lionel was employed with the Saskatchewan Government for 30 years.

The last 15 years he was the Deputy Director of Administration at the Prince Albert Correctional Centre. At the same time he served as a member of the Canadian Armed Forces (Reserve) and retired after 34 years of service. During this service he attained the rank of Chief Warrant Officer, the appointment as Regimental Sergeant Major, and eventually retired as a Captain.

Lionel is an active volunteer with several community organizations serving as secretary treasurer for the majority of these organizations. In addition he is participating in the Prince Albert Senior golf and curling clubs. Lionel and Gladys have two grown sons, three grandsons and one granddaughter.

David G. Koester

David was born and raised in Prince Albert. He has been a realtor since 1974. During his career he has owned and managed his own Real Estate company, as well as a partner in Ring Koester Appraisal and Mortgage Ltd. He was the consultant for the City of Prince Albert, for the Land Assembly of the Forest Centre and the purchase of the City Yards property in Prince Albert.

David is a member of the Prince Albert Real Estate Board and has been the chairperson of the Legislative Committee. In addition, he is a member of the Saskatchewan Real Estate Association and the Canadian Real Estate Association. David presently sits on the Provincial SIAST Board and serves on the Audit Committee.

He is a Past Exalted Ruler of the Prince Albert Elks Lodge, of which he has been a member for more than 30 years. As well he has volunteered for many other organizations and events.

Patricia Leson

Patricia Leson is a retired teacher. She and her husband Edward have 3 children. Pat received her Bachelor of Education from the University of Saskatchewan in 1978. Her majors were in English and Exceptional Education. Since that time Pat's careers have involved designing, piloting and implementing special education programs and curriculum to help mentally and physically challenged children.

From 1976-1978 Pat was Principal of Penner School in Kindersley, a school for mentally and physically challenged children. In 1981 she moved on to become the Coordinator of Special Education Services at Carlton Comprehensive High School. In 1991 she began piloting the grade 10 English curriculum while continuing to work with at-risk students in the Learning Assistance Centre at Carlton. In 1997 she became the Vice-principal of Student Development at Carlton until she retired in 2001.

Pat has been a member of many professional committees including: Saskatchewan Council of Educational Administrators, Saskatchewan Reading Council, and Prince Albert Teachers Associations. She was past president of the Prince Albert Teachers Association and was also a public representative on the Council of the Saskatchewan Registered Nurses Association.

Philip Morin

Philip Morin has worked with Saskatchewan First Nations and other northern organizations for more than 25 years. Phil has worked extensively with the Peter Ballantyne Cree Nation. He was a student counselor from 1991-93. Phil also served on the Bands Council from 1976-79. He was elected Chief in 1994 and ran until 1997.

Phil has been employed part-time with the Peter Ballantyne Cree Nation for the past year. He also worked with the Federation of Saskatchewan Indian Nations from 1999-2000 and employed by SERM Forestry Branch in Prince Albert for 2 years. The Prince Albert Grand Council and Peter Ballantyne Cree Nation appointed Phil to help with land and resource issues.

Phil was a member of the former Prince Albert Health District Board. He is familiar with health care as he is a former registered x-ray technician. Phil is happily married to Gladys.

Cecile O'Neil

Cecile is employed as Coordinator for Gabriel Dumont Institute Training & Employment Coordinating the Prince Albert & La Ronge offices. GDITE has ten offices in the province that provide Training and Employment services to Metis clients in Saskatchewan. Cecile is a retired Health Record Technician. She was appointed to the Prince Albert Parkland Regional Health Authority in 2002. She was a member of the former Parkland Health District 1993 to 1995.

Lorraine Saam

Lorraine was a practicing LPN from 1968 to 1994. She was a member of the Parkland Health District Board from 1994 to 2002, when she was appointed to the Prince Albert Parkland Regional Health Authority. Lorraine spent four years as a R.M. councilor for the R.M. of Canwood 494. She and husband Wayne have lived in the R.M. of Canwood since 1977.

Lorraine is very interested in health care for the residents of Saskatchewan and Canada. Over the past many years of serving on the Parkland Health Board she has learned to look at the big picture, not to turn protect. Lorraine is also very interested in keeping rural Saskatchewan a viable place to live and raise a family. She also believes in keeping people working in Saskatchewan.
