Regional health authority board appointments in 2008

The Ministry of Health is calling on Saskatchewan residents with relevant skills and experience to indicate their willingness to serve on their regional health authority board.

Appointments are made to the boards of all regional health authorities every three years. Existing board members are eligible for reappointment.

Appointments

Each of the Saskatchewan regional health authorities and the Saskatchewan Cancer Agency is governed by twelve members appointed by the Lieutenant Governor-in-Council. Each member is appointed at pleasure and holds office for a term of not more than three years and thereafter until the member is reappointed or a successor is appointed.

The Lieutenant Governor-in-Council designates the Chair and the Vice-Chair.

Eligibility

Eligibility for appointment to a regional health authority is pursuant to Section 3(1) of The Regional Health Services Administration Regulations. Eligibility for appointment to the Saskatchewan Cancer Agency is pursuant to subsection 4(6) of The Cancer Agency Act.

To be eligible for appointment as a member of the regional health authority or the Saskatchewan Cancer Agency, the person must be a Canadian citizen and must be at least 18 years of age.

A person is disqualified from being a member of a regional health authority or of the Saskatchewan Cancer Agency if the person is:

  • an employee of the regional health authority or the Saskatchewan Cancer Agency;
  • an employee of Saskatchewan Health or an agency for which the Minister of Health is responsible;
  • a director, officer or employee of a health care organization that has a contract with the regional health authority or cancer agency;
  • an auditor of, or a lawyer acting for, the regional health authority, Cancer Agency or a health care organization that has a contract with the regional health authority or Cancer Agency;
  • a person who receives 50 per cent or more of his or her gross annual income through contracts with the regional health authority or cancer agency or a health care organization that has a contract with the regional health authority or Cancer Agency;
  • a person who is a director of a corporation that receives 50 per cent or more of its gross annual income through contracts with the regional health authority or cancer agency or a health care organization that has a contract with the regional health authority or Cancer Agency;
  • a member of the practitioner staff of the regional health authority or Cancer Agency or an affiliate that operates a facility within the health region of the regional health authority or Cancer Agency;
  • a person who holds office as a member of the Legislative Assembly, the House of Commons or the Senate of Canada or is nominated as a candidate for office as a member of the Legislative Assembly or the House of Commons;
  • a judge of Court of Queen’s Bench or Court of Appeal;
  • a person who has been convicted of an offence pursuant to section 123, 124 or 125 of the Criminal Code and has not received an absolute discharge or pardon with respect to the offence; or
  • a person who has been convicted of an offence that is punishable by imprisonment for five years or more and has not received an absolute discharge or pardon with respect to the offence.

 

Expectations

The following outlines the expectations required of all members appointed to a regional health authority or the Saskatchewan Cancer Agency.

Members of a regional health authority or Cancer Agency:

  • are responsible to organize, manage and deliver health services to the residents of the health region;
  • will work with the ministers to ensure co-coordinated, province-wide planning for the health system; and
  • will work toward achieving the health system's strategic goals, identified by the Minister of Health.

Code of Conduct and Ethics

Members of the regional health authority or the Saskatchewan Cancer Agency are expected to follow the Code of Conduct and Ethics set out by their organization.  The Code of Conduct and Ethics addresses the following issues: 

  • standards of behaviour, including fiduciary responsibilities and duty of care;
  • conflict of interest, including both material interest and representational group interest;
  • the obligation to report to the board any breach of the Code of Conduct and Ethics, or any illegal or unethical behaviour;
  • the protection and proper use of the board's assets and opportunities;
  • confidentiality of information obtained through the member's role; and
  • compliance with legislation.

Remuneration and reimbursement for expenses

Section 17 of The Regional Health Services Act and Section 7 of The Cancer Agency Act states that "The Lieutenant Governor in Council may determine the maximum rates for the remuneration and reimbursement for expenses that may be paid to members." Order-In-Council 75/2003 establishes rates of remuneration and reimbursement for expenses that may be paid to members of regional health authorities and Order-In-Council 115/2007 establishes rates to members of the Saskatchewan Cancer Agency.
